As consept steampunk is masculine, dirty and deformed movement while porcelain dolls are delicate, fragile, cute and excellent element.
I want to take their contrast and work on this contrast's visual. To understand this contrast and express it and every doll has a symbolic creature to express their personality :)

At the start of this critique I want to point out that in my opinion this is one of outstanding high-quality photo-manipulations here in deviantart. There are some minor details that give trouble to interpret, however you can clearly see that the artist put much effort in this picture.
So, let's go into detail and to the reasoning for my ratings:

How deviantart has described it, vision is about the idea or point behind it and how well it is expressed. As yaseminkaraca described, she wanted to point out the contrast between dirty, masculine steampunk and cute and fragile porcelain dolls.
Well, in My opinion, steampunk doesn't need to have a dirty character while porcelain dolls don't have to be cute, however the main point of a big contrast between steampunk and classic porcelain dolls is of course obvious.
Coming back to the picture, I have to say that I kind of miss the contrast-message as the girl seems to fit into the picture. So, unless I'm mistaken and the dragon would be the porcelain-doll, in my opinion the vision of contrast between porcelain and steampunk isn't brought out enough.
Another message in the description would be, that every doll has a symbolic creature representing their personality. That is mainly why I think the dragon represents the girl/dolls personality. However, I don't quite know what personality a dragon has or of the doll looks draconian... so other than the two subjects being beside each other, I don't see much representing of this idea.
So, because of great ideas but me unable to find much of them within the picture, I gave you 3/5 stars for Vision.

Regarding originality I think I don't see much steampunk-related art that isn't overloaded with gears and so on. I think the choose of a decent background and the pointer-wheel in the foreground is a nice element. I also like the combination of sparkles and smoke put in the foreground without visible source.
However, when I only look at certain things, I don't see much that is a really original element.
But on a counter-however, I also never saw something that tried to realize your idea, so I came to the conclusion that 4/5 stars for originality would be legitimate.

The best part in my opinion is the technique! I can't see any mistakes at any element or edge, even her hair and the light-source-direction is correct! The smoke and sparkles seem to be fine, too, regarding amount, direction and colour.
Why I don't want to give you full stars here would be just the composition. It is nice that the girl is in the middle of attention, her face in the upper 2/5-part of the picture, but the pointers, the dragon's lines, the background lines, everything is pointing somewhere else, what makes it difficult for my eyes to get a point of rest or be lead to the main attention-point. That is maybe also the reason, why the picture isn't really catching the
focus of the viewer. But as this is only a very small point, I think 4.5/5 stars for technique would be OK here.

Now the most unreasonable aspect: impact.
As I mentioned in my introduction, I think this is an outstanding picture and high quality in combination with the girl's look were what really toughed me. Well, after that I didn't really was caught by the image, so it became kind of boring to look much longer at it (maybe because of the eye-leading I described in technique), so I would give 4/5 stars for impact for having a nice impact at first but not long lasting.

So, concluding I would some topics are harder than others and some other minor point lead to some bit lower ratings than the maximum, but as I said in my introduction you can really see the talent and work of the artist in this great picture!
